Development priorities may not be directly related to the needs of the locals but could be related to the fancies and daily exigencies of officials in ivory tower financial institutions.2. Poor information and scamming at every level especially at the local level.3. Most of the time an employment opportunity for foreign and local consultants who have good relations with the officials in the aid-giving institutions.Overall, I support receiving aid simply because our government and our society are incompetent in doing anything with a sense of purpose and honesty. Ultimately, it is good to have a thousand experiments/projects than only a hundred local ones.
