awards projects for extending and expanding national highways, is mostly an accounting procedure which rarely holds up projects.R. Balarami Reddy, chief financial officer of private road developer IVRCL Ltd,toms shoes sale., said private companies that are building highways usually start building on state-owned land without waiting for approvals. I have never encountered any objections in such cases from the government. The move merely formalizes what happens on the ground. In the port sector, Indian Private Ports Association of India secretary-general S.S. Kulkarni said government land along areas earmarked for port development usually belongs to the shipping ministry, which has its own set of rules for the transfer of such land.On June 6, Prime Minister Manmohan Singh gave a speech on the need to hasten infrastructure projects  as one way to get out of the current economic slump. Following this, the federal government has been setting up a flurry of committees and tracking mechanisms for the infrastructure sector without allocating any additional funds or starting any new projects.Like the current land transfer move, these administrative measures haven t made a difference since they doesn’t address the real concerns of the sector, which are difficulty in accessing financing, a heavy debt burden due to high interest costs, the problems of acquiring government or private land (separate from the cabinet permission), and obstacles in getting environmental clearance for projects.Road projects of around $3 billion are held up mostly due to problems of acquiring land. Projects such as Reliance Power Ltd. s proposed power plant in north India and ArcelorMittal Ltd. s two mega-steel plants in eastern India have been hit by protests by local landowners, who are increasingly loath to give up their land and livelihood for money.Even with government land, whether it s slums in urban India or tribal areas in forests which on paper belong to the state, it s extremely difficult and sometimes impossible to evict encroachers, since it often sparks protests and civic unrest. The only way out is a draft land acquisition law the government is preparing to bring into the parliament session beginning next week. It aims to streamline the process of industry getting land it needs. The speedier transfer of government land is hardly worth noting in comparison, toms outlet.Follow India Real Time on Twitter @indiarealtime.
