the four authors, Meena Gupta, took a different view and supported clearance of the project (albeit with a few changes). However, she was in charge of the committee that gave the environmental clearances in the first place. Almost everything she says in her section is contradicted by the other three authors. Buried in this report is an interesting passage in which we see how minutes from a crucial Environment Ministry meeting were doctored to make the project look less threatening. It was in the following meeting in 2007 that Posco got its initial environmental clearance.
